eService not running workflow on contacts

Having published the workflows and going through the video tutorial, when I change the eService Access Level, it doesn't run the required workflows.

If i selected "Run Workflow" for the toolbar when in the Contact screen, it shows the ePortal Account Sign Up but doesn't appear to do anything when I run it manually.

We are also having the exact same issue, running Windows Server 2008, SQL 2008, and Exchange 2007.
Has there been any resolution to this issue? I Cannot find reference to it anywhere but here after much googling.
